演出/Enshutsu or episode direction, to sum it up it's like organizing the animators work, storyboard given to them, matching voice acting work etc.
Either way this info just gives more context to what we already knew with staff members leaving. Whether the rumors are true the fact is that there is a change in their output and staff. Shaft isn't dead in terms of producing more shows in the future, just dead in the creative sense that they leaked a lot of talent.

Bake is one of the best selling anime BDs of all time. People can only buy so much of the same before they run out of disposable income/interest and the Monogatari series as a whole has been on a gradual decline since losing the involvement of most of the team Shinbou people. The only value Shinbou actually offers Shaft is his ability to train new staff. In all other regards, Shinbou is dead.

Both KyoAni and SHAFT started losing momentum when they stopped pandering to otaku, though this has been more of a thing on KyoAni's end. SHAFT has done a few shows that would have been good, but they just lacked that SHAFT-feel to them. Just think of Zaregoto. It was one of the most anticipated adaptions ever, but it just fell flat.
Regarding KyoAni, its' funny because before 2010 plenty of people here chastised them for otaku pandering and lack of artistic value, but it was that "pandering" that made their shows fun. Now their shows look much better and definitely have more artistic value (though, I guess this would be relative), but just look at shows like Tamako Market, KnK, Hibikek and VEG, they all look nice, but they just lack something. Kyoani lots its appeal to me after they switched to inbred competition adaptations. They increased their output of series and movies by 4-5 times while decreasing their production quality (which was at its peak around Hyouka).
Shaft went the opposite direction; they used to adapt 3-5 interesting series every year in questionable quality yet original style, but after Madoka they did less and less new series while being barely better quality (doing shit like Mekaku, Nisekoi, and Fate didn't help either).

I think it's clear that the industry is a shadow of its former self post-2012, and that's in no small part due to Shaft and KyoAni both losing their magic and descending into formulaic mediocrity. It has always been a shame to see the fanbases pitted against each other because both studios are responsible for some of the greatest anime of the mid-late 00s and early 10s. Those days are over now. Although I believe they can still make a pretty good anime every once in awhile, it would be ignorant at this point to say that they are any better than other studios.
