Koichi is protagonist-level, Rohan said so. He is also literally protagonist-level, as are Josuke, Jotaro, and even Kira. That's one of the things I love about Part IV, all these characters who can star their own story.
You (and a lot of other people) have it backwards. It's not Goku who has to deal with his wife, it's his wife (and everyone else) who have to deal with him.

As fiery as Chi-Chi is, she is incredibly devoted to Goku and fulfills all of the traditional wifely duties. That's the problem, the muh submissiveness doesn't really square with what is actually presented. You get a lot of shit where the husband is nominally the head of the household but the wife is the one who really controls it. So you have Naruto who is afraid to upset his wife, who is probably the sweetest person in the entire series. If anything, women being submissively devoted to a man is more popular with actual women than men, hence SasuSaku. I think Japanese like the interplay within gender roles, versus having an issue with those roles in themselves.

The point is that she's been pretty consistently focused on, and admiring of his brother Yukio. Pretty much all the other guys have a girl who has eyes for them first and foremost. A girl who in series is highly unlikely to be mistaken for being romantically interested in another guy. For Shiemi on the other hand, her first and foremost interest has consistently been in Yukio, with whom she has a much longer and stronger relationship with than with Rin. It would not be unusual for people within the series to think she was romantically interested in Yukio. Indeed it seems likely the chief reason that she isn't romantically interested in Yukio is that it turns out she's too immature to be romantically interested in anyone.

So Rin has pretty shit taste. He's attracted to a girl who's emotionally a child, more admiring of his brother, doesn't support him when no one else will, won't confide in him, and so on.
