Just like no one tries to copy One Piece, it already has a big fanbase and good sales so it'd be hard for the writer to compete against it and at the same time it could even hurt Jump by fracturing the fanbase.

The excorcist series on the other hand are all new, with small fanbases so it doesn't really hurt if one of them cannibalises the rest. If one of them was a huge hit that brought BnHA/Haikyuu numbers of sales i believe you'd see less demon hunting series. In my opinion at least.

Basically, Hinomaru isn't selling that well and doesn't have stellar rankings, so the only real reason for it to still be around is due to editorial bias. There's an interest in having a manga about a national sport on the biggest magazine of the country, and so, Hinomaru keeps on going. But it looks like the current arc is wrapping things up for good, so it'll probably end naturally in a while.
Haing said that, the series is really good, so the special treatment isn't unwarranted, IMO.
Considering that Tokyo 2020 is around the corner, I think it has a chance to survive. It'll have to get through 2019 first, though.

Why would they copy even more poorly written capeshit Naruto instead of Naruto? Because Deku is what you get when you mash up your typical bland self-insert harem mc with Naruto, a very contrived character whose motivations and actions are based on what's most convenient for the harem trope or Naruto scene the author wants to follow. He doesn't have much self-confidence but still thinks he should be the next All might. He's shy and supposedly analytical but still impulsively charges straight into situations like he's Naruto. He gets picked on by Bakugou but still treats him like Naruto treats Sasuke, as his gay lover. All bnha is, is a shitty cash grab to appeal to low iq retards with shit pattern recognition by straight up ripping off things that were COOL in Naruto and building the story around those cool things. That's why most of the other parts of the story are filled with ANIME tropes and cliches.

Take Kouta who's similar to Inari from Naruto in that both of their parents were killed from trying to be heroes, with both now resenting the act of trying to be a hero thinking it's dumb because it took their loved ones away from them for no reason. Except that in the bnha world you literally get paid for being a hero along with plenty of other benefits, so it's not like they're doing it for free. Unlike in Naruto where it was just one man going up against a much larger force because he was trying to inspire people to stand up for themselves.

So when Horikoshi took Inari's story and tried to insert it in bnha, the context no longer makes sense and Kouta's view point on heroes just comes off as retarded.

To answer your question, It's a quintessential Japanese game, so there's an element of NIPPON BANZAI to the shogi push. It's a bit like spokon, they exist to make a certain sport interesting for the kids. A successful shogi manga on SJ would be a big boost for the game.

just because he isn't illustrating the manga doesn't mean he didn't design the characters and the setting, I mean just look at the bits we got so far and you'll see it has Kishimoto's trademark artstyle all over it.
The recent Fairy Tail spinoff, Fairy Tail 100 Years Quest, is also not illustrated by the author of the original manga Hiro Mashima, but he went as far as doing sketches for entire pages, so maybe Kishimoto will also have this approach to his new manga.
