Fitting characters into your perceptions and ignoring the intent is not proving anything. It's clear enough that the writers were not interested in considering Lukako as anything but a man when he's a man, and even moreso in 0 where he's more comfortable with his self identity.
He isn't dysphoric anyway, he just lacks confidence. Actually, it's pretty hard to find any character from Japan who suffers from legitimate dysphoria, not regarding speculation.
