But the usual consensus is that the sub is always better. Why do so many suggest the dub in Cowboy Bebop's case?

While I agree with that original language is nearly always superior, Cowboy Bebop is a rare exception. Steve Blum's voice fits Spike so well, he perfectly captures the nonchalant, relaxed attitude that Spike has. Likewise Jet's VA is a perfect fit for him, as is Faye's.
Go listen to Spike's original VA and then the English dub. English sounds so much better.

It literally is that good. It's one of very, very few cases where the dub is just better the only other examples I can think of are Space Dandy and Hellsing Ultimate.

second this. I've watched over 300 anime series and prefer all of them except Cowboy Bebop and Ghost in the shell seasons dubbed. I've watched both subtitled but Cowboy Bebop is an amazingly rare exception of the English Voice cast stealing the show.
Dubbing took a nose dive off a cliff after the early 2000's.

The only acceptable dub is the older Finnish dub of Tanoshii Mūmin Ikka.
I mean, it makes sense when you consider that most anime characters are teenagers and Japanese women are better at emulating teenage girls due to their culture. Dub of more mature anime with adult casts aren't bad at all.

This. The contrast is even clearer when you have mature characters and child/childlike characters in the same cast.
Take Steins;Gate for example. Mayuri's voice is your typical dub cringefest while the other characters, including Kurisu, sound just fine. Childishness works in Japanese, but it's absolutely verboten in English, at least when you have adult VAs.
That, in combination with the cast's talent, is why Cowboy Bebop's dub works so well
Sub. Dub is too affected and unnatural, same as always, though less bad. I don't know why people make an exception for Steve Blum. In no way, shape or form is the dub better.
He doesn't do English very well. If this is true, his opinion doesn't matter much anyway.

English is not my first language so whenever people say the dub sounds better and I give it a try it just clashes against my ears. That doesn't happen with cartoons.
