Not saying he doesn't need it, but to be a compelling character he needs to become more skilled or powerful than rely on it all the time. It wouldn't bother me so much if he could hold is his own in combat, using his ability less over time (instead of, as the OP says, save scumming).

In terms of combat ability, he gets to somewhere around Rem tier, not that that really means much in a world full of superpowered freaks.
It just means he's not completely helpless, but RBD is still the main focus.

Not in terms of pure strength and durability, but I'm pretty sure he could at least having a fighting chance against mansion arc Rem given his full kit, and he could probably kill someone of her caliber if he caught her by surprise.

No chance. The whole point is that he's worth a damn when he's with his friends, and Rem survived some really nasty shit that would kill most people. The only way he could even come close to killing her is if he could use invisible providence to destroy her heart, but she's so quick, and has some pretty high tier magic if she focuses, that he has very little chance of doing so.

Damn that just might work great with RBD. Are both pain as well as injuries transferred? Is it a 1:1 ratio? Insta reset as soon as someone dies would be convenient. Besides, I'm getting tired of the old suffering Subaru. Would be nice if it was done a different way.

it is, if he didn't save scum there would be no genuine reason to follow the series. All appeal to his character would be gone and he'd just be another generic protagonist who one shots every villain in his wake. Villains would also have to either be dumbed down enough for him to do that, or he has to have reality warping abilities or some shit that lets him stand above all of that.

The only reason these villains can be so OP, is because he has this power in the first place. If he was any other MC, they would all simply die because of the cheats every villain has. This is the only realistic way to make it entertaining without nerfing all the other characters.

Also without save-scum, they'd have to nerf the other characters to justify why anyone needs Subaru. So you have another story where the MC is the only relevant person in the plot

Not him but it’s not that we want him to be stronger than everyone else just cause. In fact I love to see the protag struggle. We want him to get stronger through his own merits. That’s where the payoff is.
