Existential crisis.

Having a panic attack because he fully expects Cell to murder him torturously and is also conflicted about the morality of fighting. Gohan is still only an 11 year old child, he's never fought a main antagonist outside of his anger outbursts and has no real combat training. Goku could have spent the year in the HTC properly training Gohan but he was fucking around trying to just make him go SS on his own, and the realization than Goku fucked up putting Gohan in this situation is a big part of the narrative tension of the Cell Games.

Literally the same chapter, 16 completely relates to Gohan. His retarded values prevent him from letting go which puts him into doubt so he doesn't do anything.

Him relating to Gohan was for the sake of making 16's death more emotional for both the audience and Gohan. He wasn't telling Gohan anything he didn't already know, they were just words of motivation. At no point during the whole situation did Gohan question whether or not it was right to fight Cell. He even flat out thinks to himself that he WANTS to beat Cell.

What evidence? You posted Gohan saying he doesn't like to fight as if that's somehow the same as him saying that he thinks fighting is wrong. That's not evidence, nor is it even conjecture - it's just a flat-out misinterpretation.

You're the one who misinterpreted me. I said he had retarded values, Gohan is undeniably depicted as peaceful and pacifistic here for whatever reason which gets in the way of his desire to fight. 16 knows this and tries to encourage him to fight since he feels the same way.

Gohan isn't presented as pacifistic, as that would imply that Gohan is against the very idea of fighting Cell, when that isn't the case - he just has no desire to fight him until he legitimately starts pissing him off.

#16 had no idea what was going through Gohan's head at the time, so taking his words as undeniable truth is shaky at best. We see Gohan rationalize that he WANTS to stop Cell when the Cell Jrs. come into play, which proves that Gohan isn't struggling with the morality of fighting Cell. #16's speech wasn't accurate of how Gohan was genuinely feeling at the time, but it didn't really matter because Gohan could still relate to 16's desire for peace, which was the whole point.

Regardless, he's still peaceful and had a strong aversion to fighting, which is reflected in how he fights.

It's not so much the morality, more his personal feelings and values about the matter. He hates fighting through and through here and that ends up holding him back much like 16 said.

Nothing was holding Gohan back other than simply not being angry enough to unleash his hidden power. Nothing shocking enough happened to truly trigger Gohan's anger until #16's death, which worked because Gohan hates seeing peaceful things get destroyed. No matter how much #16 was watching the fight, he had no way of knowing whether or not Gohan was holding himself back through doubt or whatever. And as the audience, we never see such doubts in Gohan's mind.
