It's completely watchable. It's an animation downgrade, but if you drop something over an animation downgrade you're basically admitting that you're there for pretty fights rather than storytelling, in which case you should probably kill yourself.

People didn't think the animation for s1 was great because of Sakuga. It was great because it was CONSISTENT QUALITY.
S2 doesn't have consistency worth a shit because the director has brain damage.

Yeah only fights need animation everything else should be close ups of flapping lips because anime is all about the audio and not the animation. Anime comes from the word dialogue.

I'm still enjoying it because I enjoy the series overall. But there's no doubt the poorer (or lack of) animation and the direction deceions that are a result of said animation issues makes it a poorer product than what we know it should be. It's like having all the ingredients necessary to create a great meal but someone messing things up and ending up with a subpar product.

That's untrue. I love the Aria and Chihayafuru manga, and the art is often superior in the original (at least for Aria) but things like music and voice acting can really add to the enjoyment and developing an atmosphere that manga sometimes can't create.
