Anbu, Gildarts, Gohan, ect are all just products of bad writing. They are the cause of the writers throwing "HIGHLY POWERFUL" people into the story to show the MC growing, despite the fact that they either job, or the MC surpasses them within like 2 arcs of them being introduced. Hell, Anbu couldn't even properly deal with Orochimaru.

It might happen outside Naruto, but I can't remember another example as frustrating as the anbu. But, also in Naruto, the jounin from the Sand village jobbed at the point that Chouji and Shikamaru's dads could deal with 5 or 6 of them at the same time, I remember them just running away of giant Chouji's dad and thinking "god how come that these two random guys have so good jutsus and not a single sand jounin has something useful to do, it's just a giant".

They're more of a secret police, like the Nazi SS or whatever the URSS had (the KGB?). They need to at least have a scary reputation.

He's straight up the strongest fighter in FMA. He bodied everyone in the final battle and only lost by contrived coincidence.

The problem with those characters is that the heroes are allowed to make a plan around the enemy's seemingly OP ability, but the villains mostly rely on their OP ability and very rarely think of a plan B when it somehow fails or gets exploited. The only counterexample I can think of right now is Dio, who after learning that Jotaro could stop time too, took his time to test his limits instead of just getting mad, screaming "this is not possible!!" and job, but it's not like Araki doesn't fall into that trap with his villains too.

I don’t think you know what jobber means, he unquestionably outmatched every opponent he came across and needed the forces of two highly trained warriors and a physically invincible homunculus to even land a scratch on him. Scar flat out admits that Bradley would’ve wiped the floor with him if he wasn’t wounded and tired, and he would’ve come out on top of their duel if not for literal divine intervention

ANBU is the equivalent of CIA, it is mostly an intel agency made to provide the Kage with info.
They are the best at what they can do, but they aren't THAT special.
