Retard. It didn't. If anything, it was ACCA and Boogiepop that were the problem. Because OPM S1 was what it was because of Shingo Natsume using his contacts to pull a lot of passionate talented people on the project.
The production comittee didn't want to wait until Shingo Natsume was free (fearing that OPM would lose popularity if too much time passes beetween seasons, like what happened to Shingeki), so they went with whoever was free
Even if they left it to Madhouse and Natsume, you still need the miraculous scheduling and Natsume's freelance contacts to not be busy with other shows
Saying this show is the reason OPM S2 has different staff just because it's by Madhouse and airing on the same season is going full pleb retard
