though I understand that he really meant was "Aragon became king but how would he run his kingdom?" which doesn't work for this thread because despite its flaws they constantly show how Konoha works and operates (Ninja missions themselves seems to also count as a labor tax)

Naruto is one of a long line of Hokages so naturally he probably won't move far from how they ran things
Konoha is a clan based system with usually running their own shit. Since the clans were assimilated into Konoha through war we can assume that they get periodic tribute from those clans (which was why the Uchiha revolted) and Konoha's army ranks are drawn from clans organizing their own fighting forces (not to mention the ninja academies and peerage system training them). Those that are not ninjas and clans usually handle the bureaucracy and hospitality in the village. While Genin's do quite a bit of the heavy lifting before they become Chunins.
The main army is the Land of Fire and it's army is controlled by the Fire Daimyo. Naruto and the rest of Konoha are ninjas aka covert ops vassals. They aren't there for pure army works but to deploy ninjas for espionage, intelligence gathering, assassination, and sabotage.

I'm getting the impression that Naruto is such a shit elected absolute (presumably) monarch that he hands most of the nitty gritty of policy work and administration to Shikamaru and others.
However he spent a long sojourn not doing shit, underestimating the needs of a growing city, and the paperwork started building up and since he has the final say on everything due to Konoha's political system he has to wade through millions of paperwork to approve them.

ost good worldbuilding usually starts with the writer thinking about what is different about his world, and how this changes reality. Togashi's original concept for the world was a "world of collectors" with a concept for a power system that bridged Hamon-like powers with Stand-like powers and existed as a secret in society. The first concept lends itself to a hodge-podge world, and the second concept can't really affect the world superficially because it is a secret.
Note too that the manga started in 98. Before Fantasy settings exploded in popularity, and just a few months after Oda's One Piece came out, so inventing the setting from scratch might have been considered a risky move. Plus, the most popular fantasy settings in Japan at the time like Dragon Ball, Final Fantasy, Dragon Quest and Oda's One Piece(back then) were pretty non-descript.
Also, I am fairly sure the setting would be much better if he tried developing it from scratch nowadays, given that all his cool setting ideas (NGL, Giant Boat, Dark Continent) are from recent years.

It's worse than that - Martin's worldbuilding is fundamentally broken. The only way any significant population could survive his super-long winters is with absolutely massive stores of food, but we never see a systemic reserve large enough to let a sizable portion of the population survive a multi-year winter. And if we assume those deposits exist, the extent to which they'd be pillaged to support an ongoing war with armies in the hundreds of thousands would mean the War of Five Kings would not be devastating - it would be apocalyptic.
The only way to prevent this would be if Winter Stores were viewed as sacred and protected by a system of religious and cultural taboo against stealing or destroying them, but there's no evidence of this. And that's not getting into how earthlike wildlife survives Martin's winters.
Or how anyone even pays for the war. The usual response is 'Iron Bank', but no institution able to survive would be willing to extend such massive amounts of credit to multiple contenders when the only way for any of them to pay is to win the war and seize the crown's revenues. Given the whole 'Win or Die' meme, credit would be even harder to get. It's one thing to lend money to someone who's going to lose some titles after the war, and another to someone who has no ability to pay unless they win.
Tbh, Togashi really is the GRRM of Manga. That said, the quote should be talking about JoJo or Dragon Ball, which are the manga Togashi most often references, not Naruto.

The Yorknew Auction had the biggest gathering of all the top heads from the Mafia and the Troupe killed most of them. Illumi killed the 10 bosses. This didn't affect that much the mafia community, it just shifted the power from the Yorknew mafia to another mafia that we see in the recent chapters.

Not all Hunters want to be part of a mafia. They are all part of the Hunter Association and they get a lot of money by doing their own activities. Why would they join a mafia?

You kinda have to be somewhar patience with mangaka and things like these. You can't know that your manga will survive until you are some 40 chapters into it, so wasting time addressing things that might never be important like the shape of the world doesn't make much sense.

Which is fair, but there are tricks for sidestepping this. You can reference cities, for example, without doing more than vaguely mentioning their location and then later sprinkling them back into a world better developed from the ground up if you survive. You can do a lot with only a lose idea of what a world looks like anyway. Elantris and Powder Mage both did fine without world maps, and 2/3 of Mistborn didn't really need them, off the top of my head.
The Shadow Beasts lost so badly because they were dumb, not because they were weak. Even the Troupe mentions that had Rabid Dog used lethal poison instead of Paralyzing Poison Uvogin would be dead. Power level wise the Shadow Beasts were probablt about as strong as Genthru or Tsezguerra, who were way stronger than the average Hunter.
The Mafia also used to rely on the Troupe for muscle in the past, but they had a fallout about a year before the events of Yorkshin. So the bodyguards were the most loyal, strongest fighters of each mafia family. Headcanon: Probably because the Mafia sold information about the Troupe to the Zoldycks.
The Mafia did hire some competent Mercenaries after the Shadow Beasts died. They did not account for the Troupe hiring mercenaries of their own.
Kurapika is literally a min-maxer and even he would have died fighting more than 2 Troupe members at a time. The Shadow Beasts were dumb enough to attack the Troupe in two teams and still decided to play around instead of going lethal from the start.

They don’t. World government has limited influence due to spacial constraints and allows kingdoms to do what they want within their own borders as long as they swear loyalty to the WG.

True. But Togashi mentioned a country called Jappan where people eat Sushi in like Chapter 9 as part of a gag, and showed a map of it that had the silhoutte of Japan.
That kinda solidified the whole "the map is going to be the world map but with landmasses shifted around" that we see around 30 chapters later in the series when he explains the distance between Yorkshin and Heaven's Arena.
