Depends on your interpretation of the ending.
Rei and Yui seem certain that everyone else has the capability to come back if they want to - but then again its possible that everyone doesn't want.
It might also simply take a very long time for everyone to come back, maybe gradually, given the implied time lapse between Shinji setting up his grave posts before Asuka appears.

Another OTP could descend from the ring of souls around the planet and reincarnate out of the biomass sea as long as those things exist, even a million years after Asuka dies again. Ultimate is still fair because the world ended over this, it figured into the justification for coming back of the only character to provide one, and it's the only one having any will to live onscreen.
