The whole point is that tsundere don't reject their targets. They go to great lengths to avoid being confessed to. If someone says no and initiates no further interaction, there's no dere there and therefore no tsundere.
You're thinking of "playing hard to get", the delusion that "no mean yes". Tsundere aren't playing hard to get: they are actually hard to get. They mean what they say, but simply keep some feelings unsaid.
