This is not true at all. Aside from shonen series, many anime series include graphic displays of sexuality and violence that would not at all be suited for minors. Anime series that deal purely with content suitable for minors when taking into account the average are more than exception than the rule. Even shonen series themselves generally have more graphic displays of both violence and sexuality compared to cartoons targeting the same age demographic in the west. While there are cartoons like the Spawn series that also deal heavily with sexuality and violence, it's displayed in a very different tone and manner, and that is also not a cartoon for children. Don't blanket an entire medium as "for children", it's both unreasonable and in this case inaccurate.

That was never my argument, obviously if you look at average viewership you'll find a lot of kids watching Boruto, or One Piece, or SAO, or Boku, or Sazae; but that doesn't mean the genre is inherently meant for children. There are far more anime series available that are intended for adult audiences than there are cartoons, I can't even think of a cartoon released in the past decade and a half that was intended for a mature audience.
