So if you're considering just nino and miku, from evidence, then you get into signs that could just as easily be red herrings as evidence, such as the bride's pose being like Miku's. But there is the fact that, thus far, miku is the only girl fuu has used "love" to identify.
But, a piece of evidence suggesting it's NOT Nino is there. Fuu thought about her confession and was eventually going to give her an answer, before she cut him off. The fact that, as it stands, and given his later statements about feelings, romance, etc, that means he was going to reject her. Nino even interrupted him, saying she'd let him get to know her more first, which means nino suspected a rejection was coming.
None of this evidence is proof, of course. And plenty of evidence for any of the girls could still come down the pipe.
But it's hard to say all of this evidence is "headcanon" the only part that even comes close is the nino anticipating rejection.

Raku has a personality, goals, motives, flaws. Fuutarou has none. Raku is a real character, Fuutarou is a glorified plot device. Like, yeah, Fuutarou is cool and smooth and all, but he has no real personality to speak of beyond

Raku's character journey makes substantial impact on the story. Fuutarou doesn't develop, he's just there for the girls to bounce off of. At least Raku shows interest in SOME girl during Nisekoi. Fuutarou is intentionally written so he doesn't favor anyone in particular. That said, Fuutarou is infinitely better for this type of story.

The problem with Raku, and similar harem protagonists, is that they're stuck between two worlds. They're expected to simultaneously be a romantic lead, with the intense personal journey that a romance entails, but also a flat canvas for the readers to project onto and for the girls to chase. What this means is that he's stuck in arrested development, for most of the manga he never improves or changes or addresses his issues. Which makes him come off as beta, weak willed, or dull. He's certainly a character, he drives the story and has his own motivations - but he's a very, very unlikable one.

Fuutarou, instead, abandons the romantic lead expectation. Really, 5tobun is NOT a romance in the slightest. It might involve love, but it's more like a family drama. Even when love is involved, the concern isn't between the partners, it's between the sisters. The sisters are the focus, Fuutarou is just their objective. So the story makes no attempt to elevate Fuutarou, or make him the focus. He's just the motivating force, the MacGuffin, for our true protagonists - the girls - to chase. By removing all semblance of character from Fuutarou, you can avoid dividing the focus and make the girls more complex and fleshed out characters.

Yes, Fuutarou isn't really a character. At least, not a central one who leads the plot. Does he have a motivation that serves as the basis for every story arc? Does he have fundamental flaws that prevent him from meeting his goals? Does he learn a lesson at the end of each arc about himself, and change as a result? Not really. At best, his own journey forms a B-Plot, a comedic aside to the main drama. Like during Scrambled Eggs, when he was trying to figure out who was who.

Compare him to the five. Those girls all have desires, drives, and impulses that carry the story forward. Fuutarou, not really. He offers commentary from time to time, but he rarely if ever drives the plot. Even in situations where he helps a girl out, or does something - he's not the focus, he's more one of the supporting cast.

The whole reason we're having all these argument about who Fuutarou likes is demonstrable proof of how empty he is. He's supposed to be that way. Negi has explicitly said that the point of the manga was for us to argue over who will win. If Fuutarou favored a girl, then that would take the fun out of it. If anything, those two have more romantic chemistry than Fuutarou has with any of the girls. At least he takes the lead there.

Fuutarou isn't a bad character. He's exactly what a manga like this needs. Good storytelling is figuring out which character needs focus and which characters can be left relatively static. There's only so many pages. I don't doubt that Fuu will get a big arc later, but for now, he's pretty blank - and intentionally so.
