It turned serious as soon as Genos was introduced, his battle with Mosquito Girl is played straight. Saitama only showing up at the end to make a funny and save Genos from killing himself doesn't mean it wasn't 90% not parody/comedy/whatever.

It is a satire. It has something to say about the purpose of dumb backstories that don't matter, flashy but ultimately meaningless fights that don't matter because the hero will save the day anyway, the emphasis of improvement from everyone but the main character who improved so much he's bored now. Saitama's dull looks while being the ultimate hero because everyone expect him to look cool or scary Like Genos or King.
Not to mention the bureaucracy of the Hero association, that can't classify correctly some monsters, and the abuse that some heroes perform against lower-ranked companions because of their positions of power in their pursuit of fame and popularity.

A fundamental difficulty with parodies is that in order to parody a trope/event/situation/reaction/whatever to some degree they have to play it straight before arriving at the twist. This is the main reason that so many "parodies" simply end up being the very thing they "parodied" In the case of OPM the parody aspect is mostly centered around Saitama not taking damage and finishing fights in 1 punch. As long as Saitama is the only friendly character in a fight this works, because you can stretch out the first part for a while and get creative with the enemy attacks, or the dialogue between enemy and Saitama. The second part is obviously horrible for a story, because it immediately kills any tension, and is finished in one page/one second. As such, the fundamental problem with OPM is that it introduced other fighting characters. Due to being there they have to fight, but at the same time the presence of Saitama ruins any tension or excitement. At the same time, because they are fighting, the battles are bog standard shonen crap, because you can't really play Saitama's "invincible" card.
Basically, OPM went down the drain the moment people other than Saiama actually started getting fights.

People convinced themselves its sincere embrace of superhero genre cliches was an elaborate critique, over time that has proven to not be the case. It twists things a little, with Garou taking the role of the indomitable underdog who suffers immense punishment but always finds a way to beat the odds and win, which is normally the role of the hero, but this is just an amusing reversal, not some withering takedown
