Reverse the premise to check if what you're saying makes any sense. Would you say 'just because something is underrated doesn't mean it isn't still bad'? No, not once in your life have you heard someone describe an unpopular series of poor quality as 'underrated' unless that person holds it in high regard.
I point this out to explain the (obvious) fact that under/overrated carry connotations not only pertaining to reception but quality as well. So yes, when someone says something is overrated they are implicitly commenting on the quality of the work itself.
