The perfect shonen has already been made plenty of times over. The problem is the formula has gotten stale because everyone in the business now is only there for the hope of selling out rather than being creative. Shonen used to be a lot more about throwing stuff at the wall and seeing what worked.

One good thing one piece does is feats of strength. There are tons of time where characters beat down waves of fodder or pull off cool tricks to remind you that they’re strong. It makes it far more intimidating when there’s a villain that can match them.

I remember how re-watching One Piece was the highlight of my every summer.
All the movies and ovas included.
How lighthearted the dragon arc was.
How dark and gritty baron island movie felt.

It's the same as what any manga needs to be perfect, amazing characters, a great visual aesthetic, and maybe a decent plot too. If it's a battle series, have fights that have weight and power to them, making the sport in a sports series engaging to watch, having an intriging mystery if its a thriller/mystery series.
Plus tomboys. Having a tomboy always helps
