Nah they’re different forces in different universes. The Devil’s Palms which contained the Corpse Parts were said to have been meteorites that contained an extraterrestrial virus just like the meteorites the Arrows were carved from though, so if you trace it back far enough the origins of Stands are the same in both universes but the way they are proliferated is different.
