Best you could hope for as a fix, would be removing the shit chrome texture from metallic parts. Animation honestly isn't even that bad, it ain't no sakuga, but it ain't no trash fire either, shit is just painfully mediocre.
The actual underlying issues are purely directorial, the direction itself is bland and unimaginative and the pacing is way too fast - to the point where music doesn't even have time to properly play, you get the first few notes play and then cut, next scene. This ties into shit sound design.
It's not something you can just touch up, you'd have to remake half of it, and extensively re-run and re-score the rest.

How so? I've not caught up yet aside from reading the webcomic to just the point before the Garou fight, but I still find it surprising just how much depth Saitama actually has a character. If the series was handled poorly this would've been a moment that would've stuck out like a sore thumb as a negative means for the plot to further meander, but with how everything has been set up so far this little bit of introspection spoke volumes about him.

Sure, and tons more going back through the decades. There are budget spin offs of side character jokes of porn games that did better.

I don't know if the reception would be poorer. An user compared this to the animation in JoJo's parts 1-3, and those still get praised in spite of the limited animation, mostly because of the style and VA'ing. Both systems have their pros and cons. I love the first season of OPM and I would have liked to see the second season be just as good but it's not and it's a perfect opportunity to discuss what distinguishes great anime from mediocre anime because a lot of people have a misconception that animation studios are the be and end all of productions. This. There are already numerous examples in just a couple of minutes of screentime but off the top of my head just look at the way he goes to growl the "ore wa" at the end of "That's why I came here". His VA is superb.

It feels like they are tracing some of Murutas panels, coloring them, then adding special effects to pretend like something is happening. The reason parts of it look good are because Muruta was the one who drew them. We are literally watching one of those cringe YouTube videos where they show the manga, but with sound and color

They are and until J.C staff was announced as the studio and the trailer came out, the threads for the manga were chill.

But as you said, with this amature adaptation you have the usual contrarian trolls as well as people who only liked the series because of how impressive season 1 was who are now genuinely dissapointed and being critical. I would sing its praises and push back against the contrarians of I truly believed the show was good but I don't. And I also HATE mediocrity apologists. This adaptation is complete trash and it should be blatantly obvious to anybody who actually has an eye for the technical craft that made season 1 so good. I marathoned it the week before the new season started and I was reminded why i consider the show to be among the best anime I have ever seen.

This season is average garbage which I probably would not have given any thought had season 1 opened like this.
