Traditional mediums have their own set of advantages and disadvantages, and I can bet you almost every artist working professionally now has no qualms about using every tool they can get to be as efficient as possible.

If you have no prior experience you should definitely go check out the artbook thread on /ic/ (only the artbook thread mind you) and pick up one of the books in the "beginners essentials" section. I'd recommend "Design and Invention" by Hampton, it's great to get started. It'll teach you the basics of drawing, things like construction, breaking down shapes in simpler forms, seeing shapes instead of symbols,... Don't spend days on that book if you don't like it, but make sure you understand everything and try applying by copying some of the examples.
Then you can get right into copying your favorite anime girls while applying that knowledge. There's a lot of tutorials online that can help you at this stage, you'll know what to look for if you take these first couple steps.

IC will guide you when you have no idea what to do yourself. What do you expect of free resources and an ironic construction of the format to becoming a good artist. Nothing IC says is objectively wrong about getting better, it's just suboptimal.
I learn the most by just going into stream chats and badgering the artist for information. But you need to have a very good abstract of what your issues are, and how to approach solving them. Getting better faster is largely a matter of learning to identify the root of your problems at any step. Having better eyes critique you can be the fastest way to this, but you need unbiased eyes. Asking your friends is usually a mistake. IC might attack you in generic forms, or tell you to learn fundies. Not much to say there, a lot of us/them moved up without the support of others, there's no reason we're necessarily required to spoonfeed others. It's up to the social nuances at the time of the post how well received you are and how constructive the criticism is. Twitch streamers are generally more friendly and earnest in responding to you.
Looking at their drawings won't help all that much, you have to try really hard not to become an iconographer.
A lot of witch hunting retards can't actually determine what's a trace and what isn't. Not very many people are retarded enough to post a trace. Like, a lot of retards think Ilya Kuvshinov traced back in his kr0nprinz days, but that's really fucking obviously not the case if you actually open the subjects of contention up in software and compare properly. He over-referenced to be selling his work maybe, but they were certainly transformative, which is good enough for laws.
But that didn't stop a few thousand people from shitting on him and eating that meme up, people would love to tear down someone making money by doing easy work.
