Considering how many edgy 'dark/competent naruto' fanfics there are, Sasuke would have a lot more fans since they can just pretend to be him instead of rewriting Naruto.
Sasuke is also the 2nd most important character. A few more arcs wouldn't improve anything unless the side-cast is same/better than what we got in canon.
