For 3 years ago I'd consider that good foreshadowing, especially considering it pretty much nails the scenario in which we are introduced to Detnerat as a company.
Regardless, the real foreshadowing starts in the Gentle arc. There was enough evidence that people were predicting this as an upcoming arc as the JT arc started to finish. Obviously we don't know that they have over 100,000 members until it's explicitly stated to us, for shock value and to show their massive scale, but the huge book sales and repeated mentions of Destro's old army should be enough to convince you that there would still be active members today. Especially if someone like Redestro were to fan the flames
Considering that, and the extremely influential positions that the higher-ups in the SPLA are currently seated, it makes sense. 4 of their core members basically control Technology and broadcasting, News/books, Support and household items and a section of the government

As for Kirishima, if he'd fully hardened, a punch might have broken Mirio's hand. But the range fighters went down before they had any idea what was happening, and Kirishima was taken by surprise.
Bakugo would have gone down, too. But that might have made him angry enough to get back up, even if he had to blast himself upright to do it.
