Because it had an actual story and something called character development, with Wataten if you watch episode 1 you already watched the entire season, there nothing to get from it, not saying that's a bad thing but Uzamaid is simply superior, also Misha and Tsubame > everything in Wataten.

Both were good, but I think Tsubame carried the show then when Midorin came along it made it even more funny and enjoyable to watch those two.
also this, there was character development in Uzamaid, while with Wataten it was just cgct every episode with no real direction. I guess there was some character development with Hana by the end, but the development between Tsubame and Misha felt more impactful.
