she sinks her own ship more thoroughly then the titanic. As an FYI, prior to her torpedoing herself she was easily Yea Forums 's favorite girl. Then she started sinking her own ship repeatedly (yes, she does this more then once). And everyone got rather pissed at her because her chapters were basically a giant waste of time. All they did was set up the next ship sinking.
Furthermore - by romcom or harem "trope" logic she's got every single strike against her in winning. She's a childhood friend, a tanned genki girl, and the one girl in the harem/romcom who was in love with the MC from chapter 1. This girl ALWAYS loses romcom/harems. When she was introduced people were excited because we had some recent examples of "non-conventional" winners, so we had some hopes she might win. then she started to torpedo herself hard.
This manga has a VERY conventional plot structure for a harem/romcom, which means Fumino is the most "conventional" winner by trope standards. That said the author has been heavily teasing "sensei" as a potential winner.
What about Rizu? She's been treated as a pet/mascot character by the author, and not a serious harem candidate, What about Sempai? She's there for the light teasing fetish, but again, not a serious competitor yet.

Whether you like her or not, to be unable to admit that Fumino has the most development is too silly. She has ongoing linear development with Nariyuki that gradually builds up over time. Not only that, she also quite recently went through a change within her family's situation in regards to her dad, someone she used to disliked being around and was rebellious against.
I think we can count the times whenever she helps Nariyuki or the other girls with understanding relationships or matters related to it in a sorta professional/business demeanor. Although that is often but not always driven by yet-to-be-realized feelings she has for Nariyuki.

What has happened can't be denied. Tsutsui doesn't care what you think of how Fumino was like in the first volume. Either you accept the fact Fumino simply changed a little bit into part snarky and part tsun once the rom in romcom started, or accept he retconned her. The former is more believable since romance changes the direction of the story. It was purely comedy for the first dozen or so chapters until rom took flight after all. Negima's manga did a pretty extreme total genre shift in an early volume, so things like that isn't unheard of.

All the girls will receive arcs so saying that she got an arc as a token of showcasing development is wrong. I'd say we have to wait all the girl arcs. People used tonsay Fuminonwas in advantage because she had stuff like handholding and sleepover and such but she's not the only one now, nor is the only girl to which Nariyuki has been asking for advice. Simply put, Fumino is on par with other girls in development and shares status with Rizu. That is it.
