To be honest the end of the Jinchuu arc was already declining hard in quality, the Tenchu flashback is the peak of the series. Everything he did with Kenshin after the ending has felt terrible for me, though. In both art and writing it just feels like something completely different done by some different person.

He's more than Kenshin's rival. He's Kenshin's polar opposite and thematic foil, a sociopathic social darwinist deemed too dangerous to be kept alive by the Meiji government, and survived literally being shot in the head and set on fire off of pure hatred and set off to conquer Japan. Shishio was fucking based.
He is still a guy with a sword, why didn't they just send a squad of riflemen against him, instead of sending another guy with a sword. Imagine if Colombian government sent one guy with a drill to arrest Escobar.
