it allows you to special summon a monster from either player's graveyard(not banished one) to your field, not enemy's. It's not equip card so after the effect resolve, you discard the card to your own graveyard(very important) but the monster summoned stay on your field. If the card get negated by monster's special effect (can be yours or enemy's) or perhaps due to effect of spell or trap card(again, can be yours and enemy's), the summoning is cancelled.

It’s funny, because the fact that it is so simple is the reason it’s one of the most powerful, if not the most powerful card in the entire game. There is no deck you could make where that card wouldn’t fit into it and benefit it. It’s a net positive with absolutely no drawbacks
Early on in the game's life, before outright banning an iconic spell card they'd sometimes try nerfing it by releasing another spell cards whose only effect was destroying the overpowered card. The problem being that nobody wanted to play cards that were fucking useless unless you happen to have them right before your opponent pops the overpowered card (and can't counter your counter).
