That was covered in supplemental material before Boruto's series even existed, the other part of Kurama was resealed within Naruto, same for Gyūki and B, only the other bijū are free iirc
Also It wasn't half of Kurama, it was more like a 95%, remember that when they fought Obito Minato gave Naruto almost all the Kurama chakra he had and this super powered Kurama with almost all his chakra was the one absorbed by the Gedō statue by Madara (that's why the Naruto that fought Madara jinchūriki and Kaguya wasn't even fully covered in glow, because he only had the insignificant portion of Kurama that was left within Minato before, now post-war Naruto has the 100% of Kurama)
