Josuke is the better character, Jotaro is stronger.

Explain Josuke's personality without making incredibly vast statements such as "He cares about his family and friends." or "He's laid back but can get very serious!"

Josuke is certainly the most normal Jojo. He's happy go lucky, likes to be stylish, and doesn't start fights over small things other than his hair. Not afraid to use his stand to swindle people out of money so he can blow it all at the local restaurant. He's a great character for a SoL Jojo, caring more about his day to day life (Friend's relatonships weird aliens, lost babies ect.) than the larger looming threat.

Both are cute. That's all that matters.

Jotaro is quiet smirking stoic lad. He's a flat character, but it works in the context of his part in SC, and his two-note personality is what makes him so memorable. Josuke is a more fleshed-out character, but also destined to be way less iconic from the get-go. It's hard to be objective about which is better.
And SP can stop fucking time and is one the fastest, strongest, and most precise stands, so why even ask.

Young man that's a bit of a delinquent with a heart of gold. He seems rash on the surface but is surprisingly clever after first glance. Lotta loyalty to those close to him. Has a fixation on the pompadour hairstyle due to childhood trauma

Kind of an unfair question on both parts as Jotaro has had time to develop as a character and has much more battle experience. The matured Jotaro from as early as part 4 is a better character. You can already see the changes that become complete in part 6.

SP is probably strong enough to beat CD though.

Could go either way, but I gave CD slight edge due to his versatility.

Jotarou
Jousuke just has no real arc either in Part 4 or onwards since he makes no other appearances, and as a flat arc character he doesn't really impact the world around him in an interesting way.
Also his hair's dumb

SP can pull abilities pretty much out of his ass as the situation dictates though. CD has less Potential than SP even.

Yeah the healing could give CD an edge

Every Jojo is the best character. It blows my mind how anybody dislikes a single one. Jotaro is still the strongest Jojo I believe, but I've always been under the impression that if Jonathan was around for Stands he would BTFO out of all the rest.

it isn't all that fair to compare them though since Josuke could have easily been a better character if he was shown in more parts like Part 5/6.
I get why Jotaro sent Koichi to find Giorno instead of Josuke but it would've been nice to see him

Friendly, lighthearted, sweet, loyal and chill, but has a bad temper and can get set off explosively. Although he's a generally fair and reasonable guy, he's prepared to beat up a kid who cheats him out of money, and is prepared to cheat someone he doesn't like out of their OWN money. The least motivated of any of the Jojos, he's a very reactionary character, probably the most normal and balanced person out of the lot. Can look past his personal disgust in order to do the right thing, like when he convinced the Nijimuras (Or Okuyasu, at least) to just live with monster dad, or saving the turtle at the start in spite of being scared of it. Is able to make friends with quite a few people, but it's less due to talk-no-jutsu and more due to circumstance, and/or them remaining hostile and/or scared of him, like Rohan and Yuya. Self-aware enough to act superficially polite to Rohan in spite of not liking him much. Loves his mother a great deal and viciously fucked over the people who messed with her, lets her push him around by doing shit like sitting around being kicked by her as he plays videogames, or locking up his lottery-money in an account he can't access till he's an adult. In spite of being reasonably popular with girls and being nice to them, he's a romantic who wants a girlfriend he genuinely loves and balked at the idea of picking up random chicks with Jotaro.

Other than the fixation to the hairstyle, you just described Jotaro.

Jotaro does not have a 'heart of gold'. He's got a moral compass but he's a very rude and hostile guy, and is the exact opposite of rash virtually all the time, waiting for the right moment to act rather than losing his shit early on.

He's got a good heart though
