Actually, no. Back-up plans are used for the purposes of achieving the same result as the main plan, or something close at the very least. The reason why Accelerator was chosen to go for Level 6 was because he was a better candidate, not just the only one. Additionally, his status as the best candidate was calculated by the Tree Diagram. If Accelerator dies, Kakine would take his place. He most likely has the capacity to become Level 6 but is much, much more difficult to pull through such that its just not worth the resources to try.
If we're talking along these lines, Kakine "Touches" the territory of god, which means he can do what god can. This could allude to an actual Level 6 shift, but in actuality don't look too deep into it. Those titles most likely refer to the fact that Accelerator's absolute and unstoppable offense and Kakine's ability to create matter from nothing.
