Sayaka's arc was the focus of the majority of the anime, and her arc had a great effect on the protagonist. Don't downplay its importance.
Homura's love only became important only in Rebellion because Homura became the focus. Even then, it's not a yuri/romance anime because Homura isn't trying to woo Madoka at all. It isn't her goal.
Also Urobuchi said in an interview that Homura's love was unsexual and therefore not romantic. Death of the author, and all, but there's no explicit proof that her love is romantic rather than platonic. There's not even a blush.
