It's important to understand why this happens. Historically, heroes don't need an interesting motivation. In many cases, they are entirely reactionary.

>I wanna defeat the villain and save my town
But those don't lend themselves as well to stories that can go on forever outside of a specific arc. So they need one that, while somewhat concrete, can be put off indefinitely.

The Western equivalents are a bit more extreme, since they're abstract to the point of impossibility.

But that's because they have to go on forever, outliving generations of authors.
tl;dr the stories that can be told, and therefore the leads of those stories, are constrained by the amount of time they need to fill.
Authors should make shorter stories with interesting premises rather than having a single cast of characters going on forever. This is something I have to praise Araki for since JoJo feels less dreadful to read compared to your average long-running manga because of the fact that the story is divided in many different parts with different feels each, so it never feels stale and gives Araki room to do whatever he wants.
