With these lines, by context they were having a competition to see who can break and get close to Emilia first, Emilia was the goal of arc 4, to win against Roswaal. Everything was planned to get Subaru close to Emilia, even Subaru conspired to it not for romance but by cold calculation. Which is not a good thing as it means the romance has been manufactured by kekkaikus rather than naturally. He indeed ripped the entire confession off of Rem, as him main concern is Beatrice noting how instead of ripping his speech off off people he created his own that not only had more impact and genuinity but also was a speech completely composed by himself. Which speaks just how twisted that kiss really is.

Which identified 3 things. One, Emilia IS Subaru's second choice, as stated when Rem was no longer in the world and he couldn't save her. As well as he uses Emilia as an excuse to give up. Not an excuse to move forward. there is a key difference. Second that kiss was incredibly fucked up, considering what events that lead to it and how unwelcome Subaru was towards it. Third how much Subaru is willing to go for Rem, even with his pride begging Roswaal for a truce just to save Rem, pretty much putting his own plans in jeopardy. And how little effort he has taken to provide Emilia's security in comparison.
