This is a topic ive been mulling over for a while actually, and im really glad to see it get brought up. Overall, gun users have shown to be fodder for just about anyone and everyone in the series.
Guns have been used to show how powerful charachters are by having them shrug of mortar and bazooka blasts, or having bullets be deflected or outright ineffective.
At the same time, guns have been shown to be able to kill people when Oda wants them too (that one guy by Lucky Roo, Queen Otohime) but theyre almost always people who are weak.
Additionally, while Usopp should have long gotten over his fear of guns by now, and while the slingshot is a childish weapon in the face of greater threats like the Yonko; it still offers a level of versatility that guns do not. The Slingshot can make use of a wide array of ammunition types that guns simply cannot.
Not that Usopp couldnt probably invent some kind of multipurpose gun on the level of the climatact (which I do think would be better), but I dont think Oda is ever going to be that invested in developing Usopp in that way.

Additionally, I think it's going to come down to the charachters personality more than anything. Ben Beckmann's a tough and strong type. He was more interested in using his gun as a club up until the Marine War when I think was the first time we actually some him point it at someone and use it as a gun.
Usopp's a wimpy but clever trickster type. The versatility of a slingshot matches his personality and abilities. Giving him a gun wouldnt just be ill-fitting, but would limit his versatility.
All that said, I would very much like to see Oda develop a decent gunslinger charachter for once.

I think the damage suffered by Whitebeard, custom designs of rifles for Yasopp, Beckmann and Van Augur, the fact that you can use armament on bullets, combined with all the other stuff I mentioned, hints at guns being more customizable then we thought. Between all the technology that exists in OP, SPS, CoO with the future sight and CoA haki, and whatever the black blades are:
guns will play an important role as the endgame weapons as long as they're in capable hands just like swords do. That's despite being weak, ordinary weapons in the hands of fodder.

I think the general dislike of it are the patterns that appear on Luffy and the size disproportions. It seems to be very odd on Luffy, the haki tats not so much, but combined with the weird body makes it sort of unlikable. But as I said, it's grown on me quite a lot.
Sulong is a cool transformation, it's a shame in a way that it has to be associated with Carrot though because of the furfags, Carrot is pretty fun to have around though.
I'd argue it's just more of how they look than the anything, G4 Bounceman is a tad too goofy, whereas Sulong is just generic cool anime.

I get that, like the Gomu Gomu, they wanted to give Doffy an unassuming fruit power that one wouldn't typically think to be strong, but they went a little too far with the indestructibility of it. Dressrosa was Oda's attempt at wanting a thousand devil fruits and him just mixing them all together into a handful.

"Thematically consistent" is a shitty excuse, literally every power can be thematically consistent with operation theme due to how many different stuff can be done during different operations (and that's pretty much what Oda did for Law). People around averege IQ knew they were crossing a line of complete insanity when luffy launched his first gum gum pistol in the first or second chapter of One Piece. If you only crossed that line in Enies Lobby that means up until now everything else was totally believable to you. Zoro and Kaku was great, Kaku was hilarious. I like Zoro and Daz but it's basically just Zoro getting his ass kicked until he has his big discovery. I like Sanji and Mr 2 as well but Jabara was great. Great build-up and it has Sanji's best one-liners and a great finish. You skipped Franky which was awesome and had a great finisher. Also had a great scene with Chopper and the fridge.
I really like Usopp/Chopper and Nami's fights in Alabasta. I think what made Enies Lobby's fights stand-out even more were how well they weaved in and out of each other whereas Alabasta's fights were mostly straightforward after the initial change-up with Sanji and Usopp.

The problem with Gear 3 in specific is because its not internally consistent with how everything else works.
1) we've seen plenty skeletons in One Piece, and just like in real life, BONES ARE NOT CONNECTED. There's no way for Luffy to transfer around the air inside his bones like he does.
2) The factor of how large his limbs become is ridiculous- Gomu Gomu no Fusen uses approximately the same amount of breath, and yet inflates LESS, despite your stomach inflating way easier than bones.
Something like Gear 2 didn't actually contradict anything previously established. Gear 4 is what Gear 3 should've been in the first place, just without haki.

I'm not the guy you're quoting, but do you have a source for this? Because it seems like bullshit. The steam is just a side-effect of what Gear Second is actually doing. It doesn't make any sense that Luffy would see steam from a train and then come up with the idea that his body needs to find a way to create steam.
Besides, there was already an, admittedly non-canon, explanation given for how Luffy got the idea for Gear Second in one of the movies, and it had nothing to do with steam.
