Frieza's first form has a power level of 530,000. His final form had a power level of 120,000,000. That's a difference of 40,000 times. He had room to fuck around.
Frieza was spooked by the saiyan boogieman. The z fighters were just some chucklefucks who had stumbled into his path and Vegeta.

Because one is an entire planet full of people, where it only takes a single one of the hundreds or thousands of saiyans achieving the legend to potentially push his shit in. The other is 2 saiyans, one of which has been his bitch for decades, and the other a small child. There is no reason to believe either of them could become a super saiyan, especially since after Vegeta's constant boasting, he just gets BTFO by Frieza using like 2% of his total power. Then there's Goku, the first person to ever push him that far, and even then he was curbstomping him at 50% power.

He wasn't dealing with a thousand plus he was super thirsty of revenge and suffering. They were all on his range.

Wanting revenge doesn't excuse constantly letting the Z-Fighters one-up him. He killed the Saiyans before they became a threat, so why would he not kill the people who've been the closest to a threat he's ever experienced?

He didn't know Gohan was a Saiyan, the moment he figured it out he tried to kill him, Vegeta just saved his ass. Also it's not like he killed the Saiyans instantly, he kept them as slaves for years and only killed them when they outlived their usefulness, and even after killing their entire race he still kept Vegeta and friends as pets.

The Super Saiyan legend and the threat of a revolt, the only thing that could be considered an inconsistency on his character is that he spent an eternity fucking around with Goku even though he was miles stronger than any other Saiyan, and if he was so scared of the Super Saiyan legend he should've instantly destroyed Goku just in case. But the rest of the Z fighters were just irrelevant garbage to him.

Not really an inconsistency when you remember Freeza kept Vegeta around all his life despite him being the strongest Saiyan.

On one hand that is true, on the other hand, up until Namek Vegeta didn't even hold a candle to Frieza sitting on his chair, meanwhile Goku was strong enough to not get instantly vaporized by Frieza in his true form. Of course you could also rationalize it as him thinking that Goku was already the "super saiyan" and he just thought "this is it? lmaoing at your monkey life"

True, but it could also be rationalized that Freeza obviously didn't expect Goku to turn into the Super Saiyan legend during their fight, which Freeza assumed Goku wouldn't get out of alive. He fully intended to kill Goku before he was out of his sight for good, and fucked around with him only because he knew he currently wasn't a match for Freeza at even 50% of his power. He just didn't figure that Goku could turn into the Super Saiyan, at least not at the moment.
