Understandably so. He wasn't really raised with the kindness of a mother. His most notable interactions with women are technically with Shampoo, who spent most of her time trying to murder him in China.
As far as he knows, women are only for bringing you pain, and you aren't allowed to hurt them back. So when they force themselves on him, he sort of get's defenseless and panicky. Yelling at Akane and calling her mean names is as much a defense mechanism as it is him being a tactless idiot. He wants women to back off, because he's not comfortable with them getting so close.

He was friends with Ukyou, even if he thought she was a boy.
I think it's less that he gets defenceless and panicky, since we see him reject Shampoo's advances pretty calmly. I think it's more him being unable to really have anything but an antagonistic relationship with people he cares about.
He's antagonistic with his father, antagonistic with his best friend(Ryoga) and antagonistic with Akane. It's probably the only way he really knows.
