What the fuck is the point of Shanks?

I mean it. I've read through the entire Pre-Time Skip. Working on post now. I'm spoiled for every major event so I don't mind minor spoilers to answer my question. Only saying this so that if I sound dumb and uninformed, it's because I am.

But what the fuck is his purpose? The general flow of the plot is fairly basic and understandable, and most if not all characters are obvious in 1.) their purpose for world-building or 2.) their purpose in advancing / challenging Luffy's goal of becoming the Pirate King.

From what I understand:

The Yonkos are boss fights and a path to One Piece. The Shichibukai were baby bossfights. The Worst Generation are capable contemporaries and generally non-evil rivals. Blackbeard is a character foil. Ace is Oda killing Luffy's gf to motivate him without including an actual gf because love is gay. It also attaches to Whitebeard and the current political setting. Garp and Dragon anchor Luffy to the different factions present in the world. The World Government and Imu are shonen-ass final bosses that make the end of the series a fight for the world itself. Roger is just a legend in practice, although obviously he was a real dude.

But why the actual fuck is Shanks still around? Why has he been putting off Luffy for over 20 years of publication? Why did he go from losing a fight to a fish to being one of the 4 strongest pirates in the world? How is a former Rogers pirate so fucking useless to the plot? What can he even do in the final acts of the story that can justify having zero character development for TWENTY YEARS?

HE'S NOT EVEN HYPE. SIDELINING SOMEONE FOR TWO DECADES DOESN'T MAKE THEM INTERESTING. IT JUST MAKES THEM SHALLOW.

Luffy barely talks about Shanks other than saying that he knows / likes him. All we know about Shanks is what we saw in Romance Dawn, Marineford, and the few other extremely brief and absurdly cryptic appearances that he's made.

From this, all we can know is that he is a fucking bum that likes to drink and sleep but somehow got swole. Going from that to a major villain with nothing in between isn't fucking interesting.

The only value that I can see Shanks having is Stability. He ends the war in Marineford to save lives, but also to calm shit down. What, is Shanks' single value that will challenge Luffy be that Shanks wants to preserve the status quo? Is Shanks shilling for the World Government? Is that really the twist that we're building up to?

I'll give you the sky splitting with haki, but it still feeds into my core complaint.

I still disagree about Marineford for these reasons:

1. He ends the war at Marineford through Conqueror's Haki. This is the same haki he uses against Whitebeard. Conqueror's Haki is Oda making a tangible ability out of the Will to Power. This implies ambition toward greatness and some sort of ideology or vision. But Shanks is a fucking bum with no character. The will of a a characterless bum can produce only the shallowest of hype. This feeds into the Whitebeard encounter too, because it hypes Shanks for the sole purpose of hyping Shanks. He has no accomplishments, noteworthy events, or motives before this. He just appears as a demigod after getting fucked by a fish.

2. If his motive is Stability / WG shilling then that is a fucking boring foundation for one of the Strongest Wills in a manga about the romance of freedom. It is a stark contrast to Luffy in the lamest way. Even Blackbeard is better.

3. If the other user is right, and Shanks is setting Luffy up to complete Roger's vision with One Piece, then that's... fine... I guess. Kind of Naruto-ish tho

Who knows what effect combining the oceans or in any case doing whatever the One Piece does (definitely something world-changing), might have on everything.

Just keep perspective in mind. It's easy to lose perspective in a series this huge and complicated.
Were you SUPPOSED to find FI or PH a big deal? Or... were you not even dealing with Shichibukai-tier opponents? When admirals and Yonkou have been known about since at least Water 7. You're at the "final boss" Shichibukai, then you move on to the real big leagues. Oda basically hit the reset at the timeskip, he wasn't meaning to ride the hype of MF, that just would not have been possible for 500+ chapters.

True I got more of an early OP vibe from those arcs, but overly long and not as good. I agree. My point is they're way too long. FI/PH are perfectly fine as "first few adventures in a new place" arcs but they're 50 chapters each, while WP/LG were about 10-15.

I have no idea how Oda's planning to wrap this up in the foreseeable future. 10 years ago when the timeskip happened I could've seen it ending in a few years but then Oda kept introducing new characters and subplots which you know have to be addressed before the manga ends. We haven't even seen Ryokugyu yet for god's sake. The way Oda keeps adding stuff feels like he's not working towards a conclusion but rather keeping things open so he can go on for as long as possible. Not that I'm complaining at all obviously

I would too because this is a gigantic spaghetti pile of plot threads he has to conclude or make major progress on, I'd be super intimidated in his shoes. Expect to see Ryokugyu in Wano, if not him then Kizaru. An admiral will be defeated this arc before Kaido.

I just never understood why they don't just do huge filler arcs to buy time instead of trying to stretch one chapter over one episode or more. Kinda like Bleach did. When things got too close to the manga they'd just do a huge filler arc that lasted a year. Some of them were pretty decent as well. Felt like the anime was going off-season for a while to do some fanservice stuff to tide you over before the "real" anime came back. Definitely beats stretching things out painfully long and with minimal actual animation like One Piece's doing.

I dont think that bounties are exclusively power levels but they are clearly used by Oda to hype a character up, a character with reveal with a huge bounty attached is meant to tell the reader "this guy is the real deal".
