I'd say straight with the 10 episode OVA series. There's no continuity in DP so it doesn't matter where you begin, but the OVAs and movie are all really great. Then you can do the TV show if you love it.

Having marathoned it all, I'd say the TV show is the peak of the franchise really. It might not have the budget the OVAs or movie can flaunt, but I'd say the highs are higher (even if the lows are lower). Additionally, OVA Kei and Yuri REALLY don't sass each other nearly as much. The Pair needs to be catty ass bitches.
