Both Garou and Amai Mask want perfection from heroes as well as for heroes to do more than just fight monsters. The difference is Sweet Mask actually practices what he preaches, he's a social idol and a hero of great renown. People love him and he conducts his ruthless brand of justice with a devotion rivaled only by Garou's own autism. Garou on the other hand never attempted to be a hero despite wanting to be one deep inside, and decided that being a monster was the easier solution. Resulting in his half-baked "monster play".
For all the talk people have about Amai Mask being a monster himself, he's fully committed to his ideals and holds himself and others to it. Garou is a literal manchild who balks when questioned about his motives and didn't even believe in what he was doing hence why he never became the perfect monster.

At numerous points in the series it's shown that a mark of heroism is standing up in the face of overwhelming odds no matter the outcome. Bang gives Genos some similar advice when the asteroid was bearing down on everyone, and that prompted Genos to give it his all even knowing there was a chance it wouldn't matter. And those few seconds did count as Saitama showed up in the interval.

The two heroes actually affected by Garou by the end of the arc in a lasting way are Dark Shine and Child Emperor. The former suffers from PTSD because he sensed defeat, that would have happened had he fought Orochi and lived as well. The latter because he was unable to outsmart multiple problems starting with ENW as well as not receiving help from Bofoy. That second plot point is being built up even more in the manga since we see how frustrated CE is with his mentor being reclusive and non-helpful.
Nothing Garou says had an affect on any of the heroes save Dark Shine when you get down to brass tacks. The rest are back to business as usual after the arc and don't mention him in any meaningful way. If that's your "impact" it's pretty pathetic. Garou's most lasting impression is making a body builder shit his thong as far as the S-class are concerned. Even Sweet Mask moved on to masturbating to Saitama's strength.

Fubuki fought a shitty demon while Rover is a very strong dragon who has been buffed to ridiculous heights in the manga, he's way more destructive and durable. The fight is getting changed definitely and Fubuki won't do shit there by herself, at all. Genos is not even there to be "protected" and even if he arrives his part will be increased if anything given his upgrades.

We know that he performed ahead of PPP in his weakened form, slightly below Genos in his weakened form. He performed about the same as Genos did vs Sonic in his weakened form, by being too strong for sonic to damage but too slow to hit sonic. Are we going to disregard how fast he started getting when he was regaining full power against sonic in the rain? The fight was intentionally cut short to avoid showing which one was stronger, because that would have ruined them both for future pages.

Fact is Psykos didn't do shit in the manga and Garou actually adapted to her attempt to restrain him straight up instead of waiting for an opening that shows Psykos can't even multitask. Psykos considered it too troublesome to fight him herself and instead Garou fought Orochi in the flesh and showcased how insane his adaptability is all around.

The problem with looking at Murata's version is that he power-scales everyone x50 and makes almost EVERY attacking panel look like it KO's someone, even when it doesn't. There's also the fact that Sea King got caught off guard with this attack. Do you want me to mention how many times Genos got cocky and caught off guard?

The problem with trusting this is that the narration is pointing out ratings based on the association at times. Again, one of the last additions in ONE's comic was pointing out that a goooooood portion of the ratings were bullshit and it was starting to come to light when the association themselves (or a group of heros, I don't remember) started witnessing Saitama.

That's what shitters don't seem to understand. They take a line or scene of a character in their inferior state sounding outmatched and then try to compare them again after said character has gone through tons of buffs. The whole point of Monster Garou is that he adapted so far and so fast that it took all the S classes by surprise and ended up feeling like a God Level thread (to them), because they couldn't do anything to him after that, when it wouldn't have been the same case pre-monster form.
The moment the ninjas try anything on Bang, Atomic or Tatsumaki they die instantly. Darkshine and Zombieman would be fine too because they can't damage them. You are overestimating them.

Characters can be super strong or do super strong attacks but ONE makes sure they don't look immune to shit, because that hurts stuff later on. Murata just goes balls to the wall with how cool he can make chars look, and that's what causes all the weird power comparisons.
