If your data is capped, torrenting makes even more sense since you actually have something after the download completes, unlike with streaming. It's not that hard to set upload caps.

Streaming, in its most common form these days, is simply serving chunks or videos (DASH or HLS) or, in some cases, entire video files over HTTP(S)(/2). The transport overhead there is negligible in comparison to the video data size.
In that aspect, torrenting might be quite similar (serving file chunks over P2P UDP connections). Assuming no retransmits due to corrupted chunks, disabled seeding and a restricted peer count (to avoid wasting bandwidth on very low bandwidth connections), the total data transmitted should be quite similar to streaming, at most a tiny bit larger but not enough to make a real difference. Of course, this assumes one knows how to enter their client's settings and won't just seed until their bandwidth cap is used up.

More often than not, you can throw a random non-DRM streaming site's URL into youtube-dl and end up with a video file all the same.
