Digital scans were extermely rare. There was a post by an oldfag describing how hard it was to even get a colored image scan in a computer back then, and that we should be saying grace every time we open an image here.

Believe it or not, certain places have programs which actively seek to digitize and preserve hand written/drawn works. Priority tends to be actual documents with historic significance, but stuff like children's books are also being digitized. Slowly but surely we'll get there user
