I see this claim frequently when discussion of Doga Kobo pops up, but it's this page that's practically the only thing that's EVER produced to try to verify or enforce that claim.
A loli's ass (nothing even remotely graphic, either) and light fog over an adult's full frontal. Yet, apparently this must be exceedingly common, have multiple examples appear and must have far more extremes that anyone else likes to produce or compare to the anime.
I don't don't a mainstream production company made sexual nudity a bit more tepid when applied to a television program and wider/less controlled audience, but I can't say I'm convinced to be mistrustful (or vengeful) of the studio given what little evidence of "missing content" I seem to have been exposed to.

I fail to agree with what seems to be your level of qualms with the drawing staff of the animation for pages of the manga that weren't as explicit as you would have liked, as if you had some sort of expectation underage and consenting-aged girls would be able to expose genitals and sexually explicit regions of their bodies to the mass audience of the television cartoon audience.

What did this scene look like in the anime? Was the fog heavier? Was that scene in the manga censored by editors to add what fog was there since they were entirely nude showing labia, vagina, clitoris, nipple and any other erogenous zone that is otherwise banned to be depicted by Japanese law? Did the manga cheat my loli expectations for child pornography (and adult, for that matter)?

Well, thank you for providing more examples of what you believed was censored, but I'm afraid I don't find what erotic material that has been displayed to be verifiably missing from the anime, nor would I find the hypothetical case that is was beyond salvation to have censored it so "heavily" to merit any extreme reaction.
