Why was he such a sadistic mass murdering shitbag anyway? Frieza would not bother with this, he'd rather subjugate the planet and make it part of his empire, only destroy it if he felt there was a cause to like with the saiyans. Making cruel examples of people was common but methodically killing everyone feels like a waste of time and energy. I would have just blown up the earth and left to find more fun elsewhere, or hell just left earth alone and come back later hoping they cooked up a decent fight. He could rotate planet to planet in the galaxy holding cell games in hopes of challenges, building up all the planets warriors and himself in the process and also getting to have his fun as they ultimately rise to the challenge..
I mean the pleasure chemicals associated with murder has to be intense, but even that has to lose its charm after the first ten thousand or so, and billions is just tedium. New and exciting opponents will never get stale.
