The tooth version is a snaggletooth, that weird fucked up tooth-in-front-of-a-tooth that a lot of Japs have. I assume the flesh version is taken from manga (colourless, naturally) where someone was too lazy to draw in the border between tooth and mouth.

I think it's just fangs.
the third tooth from the center on a human being is sharp and for some people it's more exaggerated. I think that's what they are drawing. I don't think they are trying to draw snaggletooth cause they usually do this thing to make something look demonic or vampiric where exaggerated fangs make sense.
The flesh version is just a simplification like how they don't draw lips or nostrils in anime. You can sit for hours to talk about if it's lazy or not to simplify it but I think it speaks for it self in the sense that it looks good.

No, it really is supposed to be a fucked up canine. Japs have a weird othodontical gene or something that makes their canine grow forward as it is pushed by the teeth next to it. It's kinda common to see in Japs. In real life it looks retarded but in anime it's okay. They consider it cute over there which is why it's incorporated into anime.

Actually the girl in the picture I posted has had some sort of orthodontical work done to create those fangs. At least that's what the article said when I found the image. So maybe what I posted is what the Japanese consider the perfect fang.

If you have that much of a difficulty to draw a fang you are probably relatively new to art.
It's mostly readability I don't have any good example si recently drawn so I've whipped one up in a few minutes. after drawing I erased the line between them.
As you can see they both look good, but the lineless has a nice style to it and reads nicely from afar.
That's pretty much all it is, it's just readability and style.

You do know you're replying to a chain of sarcastic comments right? There is almost zero difference between both in terms of work, it's just a stylistic choice that became a little more popular recently (but normal fangs are still much more common).
Last season alone with normal fangs we had Ueno, Milim, Hinata (wataten), Maki (kaguya) and Mao (though she had two fangs since she is a demon). With skin fang I can't remember anyone but Koyori (wataten).
