It's literally a gag manga about dagashi. The 'romance' is sparse and mostly the main triangle getting a little better at acknowledging their own feelings. If you don't like that you probably have terrible taste but at least you won't lose your time reading something you're not interested in.
As for the ending, the only real "development" is between Hotaru and Coconuts. The last chapters are Hotaru closing in on Kokonotsu's choice, to which he replies that he's going to be a mangaka. Then Hotaru realizes she'd have to find another way to make her life about dagashi, so she decides to found her own company and that she'll marry Kokonotsu to have him at her side. She'll give him time to think about that the same way she gave him time to decide about her first offer and she goes away. The last chapter ends in a timeskip where she comes back after some months to get her reply.
It's sweet enough but it's barely romance.
