they only won Kansai in s2 because lucked out when the first chair and flute solo in one of the schools broke their finger before the competition. So in Kumikos second year they had harder competition

Shitty reputation > get unmotivated students > bomb at the competition > good students don't come to your school.
They had a few good students and everyone else was just sort of there. Fucking Shoe picked up the trombone that year and he was good enough to get through auditions.
In a good school Kumiko would be an average student instead of one of the best, in her first year at least.

This shit is doomed from the start. Shoe is even more of a bland non-entity in the anime than in the books, and there the romance didn't even work.
They either skip the whole thing or it's going to be even worse than in the novels. We all know that Yamada and company are frothing at the mouth to turn this whole thing into a lesbian romance anyway.

Shoe will confess in the movie, but Kumiko will reject him. They've interacted so little in the series that there's no way they could build up to a believable romance in the span of one movie. There will be another Kumirei scene full of romantic tension where nothing concrete happens.

If anyone ever wins the Kumikobowl, it won't happen until the finale of S3.

She would have to go from this to falling in love to dumping his ass within 90 minutes, while also having scenes reserved to deal with that kouhai that doesn't want to be special and of course the sexual tension scenes with Reina.
If they manage to make that work it would be an absolute masterpiece of pacing, but I agree that they're not even going to try.
