He may theoretically know how to attack, but in the end it's not in his nature. What's more, it's really hard to predict Kaguya's erratic behavior, and that was shown previously as well. He lucked out when he found her in the fireworks arc, while she knew perfectly well where he was and why he was there in the school festival.

The reason why I said it's forced is because the motivations and behavior of the characters still isn't explained. So far we only know that out of fucking nowhere Ice Kaguya comes around and Kaguya has an actual personality disorder, which has always been just a joke.
