Shanks also uses a sword, so they must have regularly sparred.
So far we know that he possesses the Kenbunshoku and Busoshoku haki.
In other words, you may be underestimating his potential. He's more like a yonko level-wise. A few explanations as to why he's not part of the yonko is bc he's a loner type, and yonkos get recognition when they have a large influence. Also, yonkos tend to have the haoshoku no haki. Perhaps Mihawk doesn't. Also, yon means 4 so there's only a few characters Oda could select for this position.

Oda already stated that Shanks only having one arm didn't make him any weaker. It's most likely just Mihawk and his high level of honour and discipline that makes him ignore Shanks because he's a one armed swordsman.
He's clearly not emperor level though, as you could tell when Jozu easily blocked his strongest slash, and Whitebeard just smiled as the slash travelled against him, knowing that it posed no thread what-so-ever.
He also couldn't win quickly against Vista, which implies he might be on the same power level as someone slightly stronger than Vista, like Marco.
When he meets Luffy for the first time, when Luffy tells him he's going to become king of the pirates, Mihawk says that it's even more difficult than to topple him. That means the emperors, who are all potential pirate kings, are stronger than Mihawk.
Plus, he couldn't even hit the non haki Luffy at Marineford, despite close combat battle.

He wasn't really serious when going against vista. The same could be said for vista. Maybe they're around equal, or when one of them reveals their maximum strength the other will be utterly destroyed. We don't know yet.
Well, in order to become king, you have to conquer them all, so of course it's tougher than just being a yonko or someone lower in the power heirarchy. It's kind of like battling the elite four before becoming champion in pokemon.
I had the feeling that Mihawk wanted to test luffy. He was also asking him questions like 'is this how far you can go?' Like he wanted him to succeed further but if luffy was too weak then he couldn't help but deal that final blow. Shanks is fond of luffy, so maybe mihawk didn't want to kill him for personal reasons as well. He wanted to see what was it in luffy that shanks liked, perhaps. Maybe if he saw more potential he would leave him alone but apparently luffy was too weak for that back then so he kept pushing. He wasn't being entirely serious, again, so luffy evaded his attack quite easily at the beginning. Plus when you're in the air gravity needs time to take effect and increase your speed when you fall. So luffy could definitely see that attack coming.

I wouldn't be surprised if he had Crown of Kings, but I'm not sure if you'd consider "Best Swordsman" a king title and he seems perfectly happy where he is.
Until he gets fucking hit by something and we see how durable he is, I'm gonna say he's at least capable of going one-on-one with a Yonkou. We also need to see what exactly a Black Blade is and how you get one for an accurate assessment of his potential.

He's obviously better than Shanks as a swordsman, or he wouldn't hold the title "the world's greatest". Some people keep saying that Shank's haki is superior, but there's no base for this. They would both use haki in their duels, in order for their swords to not be damaged (as Mihawk tells Zoro about during his training).
That being said, Mihawk and Shanks are friends and most likely never had life or death duels. Also, Shanks is the second weakest emperor after Luffy.

It's all speculative. We simply do not know how strong the 4 Emperors are in relation to eachother beyond the fact that they have kept eachother in check for a long time. This suggests they are all more or less equal depending on circumstance.
