He was outclassed in every way, but still gave a good fight by constantly switching techniques and catching Fang off guard.

Okubo's plan was to constantly switch techniques so as to never give Agito the fight he wanted. If he wanted a standing fight, then it went to the ground.
Formless made it difficult to know what Agito was aiming for.

The reaction time depends on who is attacking, not everyone is good enough to exploit that interval. In the case of Okubo, while I think he did take advantage of it, the problem is he had a "predictable" fighting style once he got downloaded. Agito just straight up anticipated the tackle but him getting manhandled just a few moments earlier shows how Okubo was able to pressure him with his shifting style.

Raian has a lot of raw power too, but Wakatsuki has a significant weight advantage that he didn't. Raian also fights with uncontrolled savage attacks while Wakatsuki is more controlled and precise despite his superhuman strength, so I think that was why it was harder to redirect him.
