Overhaul arc, rather uniteresting as a whole, but it has it's moments, then we get to remedial arc where Bakugou and Todoroki need to babysit some kids, i find it rather fun but it's prety much an ok arc, then we get to some weird shit with Aoyama that lasts for 2 chapters, it's probably some foreshadowing that hasn't paid off yet, then we get to Culture Festival arc, everything besides the Gentle Vs Midoriya fight(which is a kino fight that nearly saves the arc) is shit, then we get to the Pro Hero arc which is pure kino, then the Joint Training arc which is average.

I'd say that's about right, the real issue people had with the Yakuza arc was the week breaks that Hori took in the middle and near the end, that's why someone said above it's better on a binge while the content itself is still entertaining. The second point is that Rock Lee is another possibility, but it's also another setting, in which every human has a shared power that only those that don't have other common power can use (Like Haki in OP), so in that case you wouldn't even need equalizers, you could reach the level of normal power completely through effort, which is also fine, but this isn't the case in Bnha

A MC has to have something that MAKES him a MC, otherwise it's just the adventures of a side character living his life. That's a SOL anime, and it's fine, but in any other story, the protagonist has to have an impact on the world of the story, even if the world is a couple of square miles
the problem arises when the MC is so incredibly special and/or is chosen to have impossible strenght and power without achieving them through effort. The more effort they put into it, the more rewarding it is.
A coincidence is necessary for the start of the story, to throw the character into the story itself, but relying on more and more "Given" achievements hurts it

A society in which only a select few that you know of can use quirks, and use them to enforce your laws, is a society that noone can protest or oppose, and that it's easy to control. Only heroes can use quirks, you don't need to help others or fight, or use your own quirk because they're there.
Giving everyone access to gear that would help close the gap would lessen the impact of heroes, which are far more valuable. The entire society is built around them, so this isn't ideal.
It also make people more susceptible to fight LIKE heroes, which would increse vigilantism, and could render the areas more plagued with crime harder to control. And a population that doesn't need your protection, is out of your control, and as such dangerous.
If everyone is on the same level, "Heroes" cease to be special, they cease to be "Heroes" and figures, and the entire system based around their image crubles. There are certainly reasons to keep these weapons to the military.
You could spin this in a lot of ways that make sense relating to our own real issues.

You still need to have training to dodge, predict the enemy, outmanouver them, aim, have proper fucking training. If any idiot used them, they would be useless, which is why the characters in question would need to train like motherfuckers and become better and better at using whatever they have
